Facilitate the efforts of state and local systems to strategically build capacity of rehabilitation organizations and agencies which result in an integrated effort of state and local organizations to expand service choices for individuals with disabilities and to increase access for under-represented groups.

Conduct outcome-based research on effective staff development strategies which result in the improved skills, retention, and professionalism of rehabilitation personnel.
